Abstract
The study aimed at determining the Training Needs Assessment (TNA) tool used by the Cordillera Administrative Region Cooperative Union (CARCU), identifying the strengths and weaknesses of the tool, explore the problems met by the Education Committee members, trainers, general/operations manager, and trainees in the planning, implementation, and evaluation of CARCU's non-mandatory training, and formulating a strategic plan to improve its Training Needs Assessment procedures. Using the interview method, 33 informants took part in the study. Using thematic analysis, the results showed that CARCU didn’t follow a particular TNA tool; however, the trainers and members of the education committee followed easy TNA strategy which was found to be lacking. The flexibility in designing their training program was viewed as both strength and weakness as creating one appears to be done easily, but it resulted to problems on facilitation, scheduling, prerequisites, food, venue, and equipment. Thus, the author proposed a strategic plan that can be initially used to help CARCU create its own TNA tool and guidelines.
